In a one-party dictatorship like Kalifornia, the only problem with a state-level, election specific, law enforcement division is that it is run by the dictatorship. The only way to overcome that problem is to have elections supervised entirely by partisan private citizens from both parties, each cross-checking the count. Elections must be conducted using voter i.d., paper ballots, and one day voting with minimal absentee mail-ins. Voter rolls must be purged annually by citizen committees composed of members representing the broad political spectrum. Would this require a huge effort? Absolutely. But the current system of letting the fox guard the hen house clearly does not work any better in real life than it does in fairy tales.
